ORLEANS LEVEE BOARD DIRECTOR

FUNCTION OF WORK:
To direct the activities of the Orleans Levee Board responsible for the flood protection levee systems, marinas, yacht harbors, the New Orleans Lakefront Airport, a community center, land and lakefront developments and management of real estate and oil, gas and mineral rights in the Orleans Parish metropolitan area.

LEVEL OF WORK:
Executive.

SUPERVISION RECEIVED:
Executive direction from the President of the Board of Commissioners.

SUPERVISION EXERCISED:
Line over all division directors.

LOCATION OF WORK:
Orleans Levee Board.

JOB DISTINCTIONS:
Differs from Airport Director--Orleans Levee Board and Marina Manager in that they lack administrative responsibility for all agency activities.

EXAMPLES OF WORK:
Directs the activities of the Orleans Levee Board responsible for the flood protection systems, marinas, yacht harbors, the New Orleans Lakefront Airport, a community center, land and lake front developments and management of real estate and oil, gas and mineral rights in the Orleans Parish metropolitan area.

Directs the development of and controls budget recommendations for capital outlay, personnel services, equipment and materials.

Coordinates and directs the establishment and revision of rules, regulations, procedures and current and long- range programs and plans for the board.

Reviews and evaluates work of subordinate division directors and gives guidance when needed.

Selects and assigns staff, identifies staff development needs and assures that training is obtained.

Coordinates work by scheduling assignments and directing the work of subordinates.

Revises procedures to meet changes in laws or policies.

Confers with the Orleans Levee Board President on major problems relative to the administration or operation of Levee Board facilities.

Serves as the Secretary and appointing authority for the Board of Commissioners.

Manages the functions and operations of the agency including budgeting and fiscal controls, capital outlay planning, personnel services, equipment and materials, personnel management and safety programs, construction, maintenance and operation of flood protection systems and other projects and properties, automated data processing services, procurement and property control, law enforcement, security and airport crash/fire/rescue services, insurance and risk/liability programs, and public relations, informational and promotional programs.

Meets with government officials, private industry officials and business organizations on matters pertaining to the functions of the Orleans Levee Board.

Directs the preparation of special reports relating to the programs.

Directs and reviews the preparation of legal documents for real property leases and general contracts.

Conducts staff meetings/conferences with division directors to discuss operating problems, organization, budgetary matters, personnel matters, technical problems and the status of projects.

Directs the maintenance of records, preparation of reports and preparation of correspondence relative to the Orleans Levee Board.

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus five years of professional experience in business, public or personnel administration, engineering, land acquisition, land management or land development or in airport and/or harbor operations. All qualifying experience must have involved the direction or coordination of several functions such as staffing, planning, budgeting and organization.

SUBSTITUTIONS:
Eight years full-time work experience in any field may be substituted for the degree only.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the degree only.

A maximum of 90 semester hours can be combined with experience to substitute for the degree only.

15 to 29 semester hours credit will substitute for one year of experience.
30 to 44 semester hours credit will substitute for two years of experience.
45 to 59 semester hours credit will substitute for three years of experience.
60 to 74 semester hours credit will substitute for four years experience.
75 to 89 semester hours credit will substitute for five years experience.
90 or more semester hours credit will substitute for six years experience.

College credit earned without obtaining a baccalaureate degree can be substituted for a maximum of six years full-time work experience. Candidates with 90 or more semester hours of credit, but without a degree, must also have at least two years full-time work experience to substitute for the degree.

NOTE:
The baccalaureate degree must be earned from a school accredited by one of the following regional accrediting bodies: the Middle States Association of Colleges and Secondary Schools; the New England Association of Schools and Colleges, Incorporated; the North Central Association of Colleges and Secondary Schools; the Northwest Association of Secondary and Higher Schools; the Southern Association of Colleges and Secondary Schools; the Western Association of Schools and Colleges.
